Primary purpose of the role
Partner with the identified internal client/s to design and oversee the delivery of communication strategies for their programs and initiatives. Support clients to target their identified stakeholders with information and materials that reflect Departmental and Government objectives. The role deals with client projects that are high profile that may be contentious and may require the communication of complex regulatory or technical issues.

Key accountabilities
  • Partner closely with the internal client to design and execute communication strategies and campaigns; advising on the management of regulatory and legislative announcements, stakeholder engagement, community and industry concerns; designing an issues management strategy, and providing ongoing strategic analysis and advice
  • Ensure the alignment of internal and external communication strategy and objectives to  support client outcomes and deliverables
  • Manage the implementation and delivery of communication strategies, including: consultation with key stakeholders; effective messaging; risk management; management of milestones; measurement of strategy outcomes and reporting
  • Systematically collate data and evidence on strategy outcomes and results to inform future strategy delivery and effectively target appropriate messaging to identified industry and community sectors
  • Ensure that individual project and program communication strategies align with the Departmental brand, profile, objectives and priorities
  • Build and maintain deep knowledge and understanding of the social, market and business dimensions of the identified industry and community sectors to effectively design strategy that creates the required communication and engagement outcomes
  • Gain and maintain insight and understanding of the technical aspects of the client's service, programs, and regulatory and compliance frameworks to effectively develop appropriate informed messaging and communication strategies
  • Develop effective issue management and stakeholder strategies to support the communication strategy, developing strategic and tactical tools to effectively manage emergent issues and divergent priorities of key industry and community stakeholders
Key challenges
  • Designing and ensuring the delivery of an effective communication strategy that delivers consistent on target messaging that supports the Department's policy and objectives, using available media and communication technologies and tools to engage key stakeholders and manage issues
  • Designing communication strategies that effectively support programs, reforms and initiatives that are potentially high profile, and/or contentious and may be highly technical in nature
  • Identifying emergent and contentious issues within time, being aware of community and industry trends and perceptions to effectively target communications strategy

Decision making
  • Providing advice to the client Division on significant day-to-day decisions related to strategy formulation and delivery; and issues management 
  • Exercises judgment in managing multiple projects and clients, prioritising and managing urgent issues   
  • Refers to Director those decisions that involves potential risk to the Department or which require a higher delegation or approval

Essential requirements
  • Tertiary qualifications in Communications, business management and/or relevant experience
  • Demonstrated experience in developing and delivering communications and stakeholder engagement strategies for multiple internal clients
