The Business Systems / Operational Manager drives the day to day functional delivery of ICT services and programs that reflect contemporary best practice and achieves optimal outcomes for the organisation's strategic operational and business requirements. The role provides significant input in the development and execution of organisationally aligned ICT strategies to enable the business to achieve strategic and operational goals, and leads the organisation's ICT capability to maximise returns from ICT investments to improve operational effectiveness.

Key Accountabilities: 
  • Lead the delivery of high quality ICT services and manage ICT risk across the organisation to provide optimal levels of support for the organisation's key operational requirements.
  • Drive the implementation and delivery and of new systems, technologies and services to deliver innovative and flexible ICT solutions that achieve business requirements including several critical projects to enable the organisation's transition to the government datacentre, equipment refresh and application upgrades.
  • Develop, implement and maintain best practice change, people, financial and risk management strategies and frameworks to ensure the provision of quality ICT services to support business outcomes.
  • Develop detailed business requirements and business cases, and lead the procurement process to give effect to the transition plan ensuring alignment with the NSW Government ICT Strategy and industry practice.
  • Develop and implement project management plans that will cover risks, contingency plans, progress reporting and management of change activities to ensure the success of the project; and regularly communicate with key stakeholders to set expectations and ensure project milestones and deliverables are achieved.
  • Establish and maintain value-based stakeholder and strategic supplier relationships which meet business requirements, including the negotiation of service agreements with appropriate service standards, performance and incident reporting and issue resolution.
  • Develop, implement, review, evaluate and report on the organisation's ICT strategic, business and operating plans and associated projects, ensuring alignment with the strategic directions of the organisation.
  • Drive ongoing analysis and review of ICT service delivery to identify opportunities to improve and enhance the services for the organisation; and identify and evaluate opportunities for business-led innovation and development to deliver ICT solutions that meet customer needs.
Key challenges
  • Maintaining current knowledge of industry and whole of government strategic directions and standards given a rapidly changing environment.
  • Working collaboratively with Institute stakeholders to ensure strong working relationships are formed, business requirements are understood and expectations are met given the diversity of stakeholders and their requirements.
  • Managing complex and diverse program requirements given an environment characterised by competing priorities, tight deadlines and legislative frameworks.
Essential requirements:
  •  Proven experioence in a simialr role ideally in the government sector. 
  • Tertiary qualifications in Information Technology or demonstrated, equivalent professional experience and training.
