We are currently looking for a Procurement and Contracts Specialist for a large government department based in Dutton Park, just south of Brisbane CBD. This contract will go on until 30.06.18 and could potentially extend.

The role:

You will deliver efficient and effective value for money outcomes for procurement components for the department in line with government procurement strategy, governance frameworks, tools and templates.

  • Provide strategic procurement advisory services for the project
  • Develop procurement project timelines and milestones to meet project objectives
  • Determine contracting and go to market approaches for discrete procurement activities
  • Conduct pre-market engagement with appropriate suppliers
  • Develop go to market documentation, initiate market approach, evaluate responses, negotiate and award contract for discrete procurement activities
  • Understand complexities and interactions between stakeholders, project deliverables and ongoing business as usual priorities
  • Develop contracts and ongoing contract management agreements for, predominantly, cloud based services and third party software contracts, licenses, etc.
  • Establish and build strong working relationships with internal and external stakeholders and suppliers.
  • Undertake whole of Government and/or procurement performance monitoring and reporting as required
  • Provide advice to and work collaboratively with all clients to develop appropriate procurement strategies for each project deliverable ensuring appropriate linkages and consistency with the overall whole of government procurement framework
  • Demonstrated extensive experience in successful undertaking of strategic procurement functions for complex and leading ICT technology requirements in particular Cloud and Software as a Service procurement planning, requirements analysis and specification development, market engagement, tendering, commercials and operationalisation of service arrangements.
  • Experience and proven ability to use innovative and adaptive procurement methods and processes to enable rapid proof of concept and prototyping engagements with Small to Medium Enterprises (SME)such as using the SME Participation Scheme within Government.
  • Domain experience in leading and emerging technology disciplines such as Machine Learning, Artificial Intelligence and Automation, Hybrid Cloud and High Performance Computing, Data Visualisation and Analytics, Data Management Platforms or similar domains.
  • Deep understanding of the strategic and transactional elements of the procurement function and the ability to effectively work strategically whilst simultaneously maintaining a good handle on the detail including the ability to translate organisational strategy into meaningful long-term procurement plans and objectives.
  • Strong commercial acumen and negotiation skills that deliver mutually beneficial outcomes for Queensland Government and the suppliers and support the process of successful contract negotiation and management.
  • Advanced interpersonal communication skills speaking with confidence in all face to face communications, conveying clear and compelling messages and the ability to develop strong and trusted working relationships with key stakeholders and clients both internal and external.* Excellent management, coaching and leadership skills with a passion for developing high performing teams and developing individuals to achieve their full potential.
  • Demonstrated expert knowledge and experience with formal procurement methodologies in Queensland government procurement and contracts experience will also be an advantage
