We are currently looking for a Project Evaluation Analyst for a large government department based in Brisbane CBD for a long-term contract opportunity. You will join an exciting ICT implementation, in which the new solution will enable the State to implement a new paradigm in how customers interact with passenger transport services.

  • Gather requirements and then develop an earned value payment model that assesses the proportion of a payment milestone that has been delivered by the lead Supplier when they submit a payment request.
  • Develop mechanisms to track the elements that constitute the unpaid component of each payment milestone to the point where each missing element is finally delivered. This sub-portion of the outstanding payment is made payable at the next payment milestone
  • Engage relevant members of the team to participate in the application of this model and tracking mechanism to assess all key Supplier payment request submissions and advise Senior Commercial Manager on the amount to be paid
  • Provide advice and regular status reporting on the current payment milestone position to the Program Finance and Revenue Manager and the Senior Commercial Manager as part of Total Cost Management.
  • Support and co-ordinate activities associated with the Claim process, including verification of payment milestone calculations. Assist the team with monthly Estimate to Complete (ETC) updates
  • Participate in Change Request/Variation management for approved changes that impact the key Supplier and to capture the forecast impact on future payment milestone amounts at the point where each Variation is targeted for implementation
  • Create and maintain internal process documentation and procedures pertaining to achievement of project milestone payments
  • Compile and ensure traceability of payment claims to appropriate supporting documentation
  • Relevant tertiary qualifications in accounting.
  • Possess a good understanding of Earned Value Management (EVM) and industry standards within a complex, multi-year Program delivery environment involving multiple Suppliers.
  • Demonstrated experience in developing and maintaining complex financial models.
  • Superior Microsoft Excel skills.
  • Experience preparing and maintaining EVM artefacts, such as Work Breakdown Structure (WBS), Basis of Estimates and demonstrated experience of working with project teams to map detailed project completion percentages to associated deliverables and payments
